The Jean Monnet Scholarship Programme


Jean Monnet Scholarship Programme 2014-2015 academic years applications is expected to be announced in the coming days. Within the framework of Turkey’s negotiation process for full membership to the EU, Jean Monnet Scholarship Programme, a project funded by the European Union (EU), aims to increase the number of experts in the EU field and support Turkey’s administrative capacity building efforts for the effective implementation of the EU acquis.

The Jean Monnet Scholarship Programme supports academic studies at graduate or research level at a university or similar institution in one of the EU member states. Scholarships will be granted exclusively for academic studies at graduate or research level directly related to Turkey’s EU harmonisation process and the EU acquis.

Applicants currently working in public sector, in private sector and NGOs, and applicants currently working in universities as academicians or administrative staff or studying as senior or graduate students shall apply to the programme.

It is aimed that approximately 170 scholarships will be granted for 2014-2015 academic year. 60% of the scholarship will be allocated to the public sector, 30% to the universities and 10% to the private sector.

 

Jean Monnet Scholarship Programme which is implemented for almost 20 years, is one of the oldest and most prestigious programmes in Turkey that aims to support Turkey's administrative capacity building efforts for the effective implementation of the EU Acquis through enhancing its human resources in the relevant disciplines.

Jean Monnet Scholarship Programme which is the most dynamic and colourful dimension in Turkey -EU relations came into effect in 1989 with the agreement between the Republic of Turkey and the European Commission.  Jean Monnet Scholarship that provides educational opportunities in the European Union Member States for the employees from public and private sectors, non-governmental organizations, students,  academic and administrative staff of universities is a very special programme contributing to the enhancement of human resources in terms of experts related with the EU affairs from all segments of the society.

Jean Monnet Scholarship Programme financed by the European Union  is a specific programme for only Turkey. Jean Monnet Scholarship Programme is not implemented in other country except for Turkey.

In the period of 20 years, 1.300 people ranging from employees of public and private sectors, non-governmental organizations, students, academic and administrative staff of universities to the employees of local government have benefited from Jean Monnet Scholarships.

The Jean Monnet Scholarships Programme supports academic studies at graduate or research level at a university or similar institution in one of the EU member states for periods of minimum 3 (three), maximum 12 (twelve) months.

Scope of the scholarship:  Jean Monnet Scholarships will be granted exclusively for academic studies directly related to Turkey's EU harmonisation process and the EU acquis. Therefore, unlike other graduate scholarships, these scholarships will be awarded only in the following acquis chapters:

Target group of scholarship: Employees from public and private sectors, non-governmental organizations and students,  academic and administrative staff of universities.

Selection Criteria: Turkish citizenship, age, foreign language competency, undergraduate GPA or work experience related to the field of study, compatibility of the undergraduate programme with the field of study and willingness to study on one of the fields of study identified of for that academic year.

Selection Process of Scholars: Applicants who successfully pass the admin check process are invited to take the written and oral exams in the foreign language stated in their application forms.

Period of Scholarship: Academic studies at graduate or research level at a university or similar institution in one of the EU member states for periods of minimum 3 (three), maximum 12 (twelve) months is supported.

 

Amount of Scholarship: Amount of the scholarsip covers the tuition fee, living expenses (food&drink, accomodation), fixed amount for various allowances (travel, books, thesis, visa, study visit, health, foreign currency loss for countries outside the Eurozone, registration to local authorities, any tax liabilities etc.) and bank transfer costs.

Funding and Management of Scholarship: Jean Monnet Scholarship Programme is financed by the European Union, and implemented by the Ministry for EU Affairs. The Contracting Authority for the Programme is the Central Finance and Contracts Unit.

Documents required for application:

  • The English Application Form filled in one of the EU official languages - for all applicants
  • Photocopy of identity card - for all applicants
  • Two photos (taken in the last 6 months) - for all applicants
  • Undergraduate Diploma / Graduation certificate - for all graduate applicants
  • Undergraduate Transcript obtained from the University - for all applicants
  • Foreign language proficiency certificate - for all applicants
  • Consent Letter from Institution / Employment document - if applicable
  • Certificate of Service; demonstrating that the applicant has been rendering services professionally, in return for a wage, within a  certain social security network for the stated period - for applicants who have have to satisfy the 36 months work experience criterion
  • Graduate (master or PhD) diploma related with EU acquis or official document certifiying min. 36 months work experience related with EU acquis - for graduates from Language Education, Translation and Interpretation, Language and Literature at  undergraduate level
